In a turbocharged engine without a pressure relief valve, excessive boost pressure will generate more power and stronger exhaust gas, which will push the turbo to a higher speed, thereby generating more intake air, and so on. The faster the turbo spins, the damaging consequences for both the turbo and the engine itself. Therefore, in a sense, the role played by the pressure relief valve is also the role played by the throttle valve (what we usually call the throttle), which controls the amount of intake air.
Also, while we slammed the throttle, the throttle closed, but the supercharger didn't stop working, especially the turbo.
